The more one examines into life and the motives of it, the more does one perceive that the imagination, concerning itself with hopes of escape from any conditions which hamper and confine us, is the dynamic force that is transmuting the world. That is the real current of the world, and though there are sedate people who are contented with life as they see it, yet in most minds there is a fluttering of little tremulous hopes forecasting ease and freedom; and there are also many tired and dispirited people who are not content with life as they have it, but acquiesce in its dreariness; yet all who have any part in the world's development are full of schemes for themselves and others by which the clogging and detaining elements are somehow to be improved away. Sensitive people want to find life more harmonious and beautiful, healthy people desire a more continuous sort of holiday than they can attain, religious people long for a secret ecstasy of peace; there is, in fact, a constant desire at work to realise perfection.

In Italy (B.C. 212) the two Consuls Appius Claudius and Q. Fulvius began to draw together their forces for the purpose of besieging Capua. Hannibal advanced to relieve it, and compelled the Consuls to withdraw; but he was unable to force either of them to fight. Shortly afterward he returned again to the south to urge on the siege of the citadel of Tarentum, which still held out; and he spent the winter and the whole of the ensuing spring (B.C. 211) in its immediate neighborhood. But during his absence the Consuls had renewed the siege of Capua, and prosecuted it with such activity, that they had succeeded in surrounding the city with a double line of intrenchments. The pressing danger once more summoned Hannibal to its relief. He accordingly presented himself before the Roman camp, and attacked their lines from without, while the garrison co-operated with him by a vigorous sally from the walls.

In a similar manner a _downward_ variation of the determinants may take place, if its progress be started by a diminished flow of nutriment. The determinants which are weakened by this diminished flow will have less affinity for attracting nutriment because of their diminished strength, and they will assimilate more feebly and grow more slowly, unless chance streams of nutriment help them to recover themselves. But, as will presently be shown, a change of direction cannot take place at _every_ stage of the degenerative process. If a certain critical stage of downward progress be passed, even favourable conditions of food-supply will no longer suffice permanently to change the direction of the variation. Only two cases are conceivable; if the determinant corresponds to a _useful_ organ, only its removal can bring back the germ-plasm to its former level; therefore personal selection removes the id in question, with its determinants, from the germ-plasm, by causing the elimination of the individual in the struggle for existence. But there is another conceivable case; the determinants concerned may be those of an organ which has become _useless_, and they will then continue unobstructed, but with exceeding slowness, along the downward path, until the organ becomes vestigial, and finally disappears altogether.
